The weak are protected by the state

In an entirely anarchist society there is no protection for the weak. If a crime has been committed then the 'state' has no right to prosecute the crime and convict the criminal because to do so would be to form a state which is not allowed. If there is no state there can be no legitimate apprehension of criminals. There is no sanction against criminality if there is no state. It is the state which protects the weak. There is no protection for the weak in an anarchist society.
