For some people, earning money is not a high priority, perhaps they already have as much as they need... Therefore it makes no sense for these people to continue making an effort to earn money. They will be much less efficient than someone who desperately wants to earn money and they will neglect things which they see as a priority.
Earning money may not be your highest priority at any point in time.
Earning money is a way to improve your environment but it could be that your environment is better improved by some other action such as fixing your own belongings, or helping others that are important to you.
